Creating folder
When I open Mozilla:
C:\Users\myuser\AppData\Roaming\Mozilla\Extensions
C:\Users\myuser\AppData\Roaming\\Mozilla\Firefox
C:\Users\myuser\AppData\Local\Mozilla\Firefox
When I open Foxit reader:
C:\Users\myuser\AppData\Roaming\Foxit Software
C:\Users\myuser\AppData\Roaming\Foxit Software\Foxit Reader
C:\Users\myuser\AppData\Roaming\Foxit Software\RMS
When I close one of them they are deleting automatically.
I have all my portableapps on D:\ drive. Windows 7 has installed on my C:\ drive.
Is this is a bug?

This is by design. Apps are allowed to make changes to the local machine while running and restore on exit. If you had any legit settings from the local version there, they'd be preserved properly.
Sometimes, the impossible can become possible, if you're awesome!
