All our open source apps are hosted on sourceforge so you can access old apps with ease. You could even download an old copy of Firefox 1.5 if you want. XNView is freeware and thus hosted on a portableapps server and therefore its hard to find older versions and they might be removed without further notice.
Like every app, the XNView page has a section about "Download Details" which states that it works on Windows 7.

Glad you found it for yourself. Some of the really old stuff is hosted in different projects (old versons of firefox, abiword, openoffice etc) but its available.
