I have Gramps 3.4.2-1 installed running Windows XP SP3.
When I run Reports - Graphs - all options display the same error:
Error Opening File - [Error 1155] No application is associated with the specified file for this operation: u'C:\\PortableApps\\GrampsPortable\\Data\\settings\\rel_graph.gv'
Is this a Gramps or PortableApps isuue?
Please advise.

The issue is that you've activated the option "Open with default viewer" and no application on your machine is associated with Graphviz files *.gv.
You could uncheck that option or install Graphviz (and/or Ghostscript). See
