All the information you need is in the "Packaging Portable Apps" section on the Development page that's sitting next to the Forums link above. For specific pointers, take a look at the Development forum, also linked from the development page.
Read the documentation darksabre76 linked to, look at existing PortableApps, and have a go at making a portable version of something simple, maybe even an existing official app like BabelMap, Console or CrystalDiskMark (are three easy ones I found from a quick look through my PortableApps folder).
Most importantly though always use the documentation as reference. There will always be something you forget, or read wrong, so keep checking the documentation.
