Because Piriform (the developers of CCleaner) refuse to give us permission to package and release it.
u can get a portable version of all pilform programs they provide it so that is probably why pilform refuses to give permission

Piriform has refused everyone bundling permission. Anyone you see redistributing a portable package of CCleaner or Piriform's other apps is doing so illegally.

That's just a link to download the portable zip that Piriform itself makes available here: http://www.piriform.com/ccleaner/download/portable WinPenPack isn't allowed to repackage or even redistribute the CCleaner zip file. Why they slap their license agreement in front of the download to make you think it's coming from them is beyond me.

It's so sad... I mean Piriform.
I don't think that WinPenPak has repackaged the application, it's just the standalone version of Ccleaner, the same that you linked.
