If you visit with Windows 7 or lower, it will show 19.0. If you visit with Windows 8, it will show 19.0.1. This release fixes a Windows 8 bug only, so other users don't need to update. Portable users should update since you never know what OS you'll be on.
Sometimes, the impossible can become possible, if you're awesome!
The portable version of FF 19.0 was 40MB, why is 19.0.1 about half that (22 MB)?
The download for both is about 22MB and the install for both is about 45MB.
