1. When I open my Skype it at Hebrew language even I told for the launcher itself to open all the portable apps at English.
2. When I change Skype to English, it not "remember" it. When I restart
the program, it show again at Hebrew
3. When Skype at Hebrew, and I try to search a contact, (even at English name) it throws exceptions:

No matter what, Skype Portable will use the language of the host PC. Specifically, it will either use the language of Windows itself OR it will use the ANSI default language within Windows.
Skype Portable can not save its language selection between uses due to a bug within Skype itself. It can either save its username and password between sessions or save the language selection but not both. We elected to use the former as nearly all people use apps on a host Windows in the same language.
You can either set Windows' default ANSI code page to English or set Skype Portable to English on every launch.
The contact search bug when in Hebrew is a bug within Skype itself and outside of our control.
Side Note: The 'HTML for Devs' setting is not for use with forum posts. Embedded images in forum posts are not permitted.

I check it out. I install the Skype with original install.
when i change it Hebrew, and search a contact it do the same behavior like I describe at 3.
There still a different behaviour when I run Skype portable without the launcher. See at 4.
Did you try to contact Microsoft about this bug? (session saving language selection bug)
Maybe most of the people use Skype at computer language is "define" at English.
But many people that English is not there native language,
they have other program on the computer that must full functional when the ANSI language it not set at English, although the windows interface is at full English, like myself. It not convenient to change always Skype to English.
Especially because of this search contact bug. (Does not give you work properly) and you must change to English.
The Skype bug can be reported by anyone to Microsoft. It's a bug in Skype that manifests slightly differently when set in portable mode, but a bug in Skype nonetheless.
As for the language switching bug, I don't think Microsoft has any interest in fixing it. I realize that having to reset the language each time is annoying, I was just explaining the facts of why that is. You can either set it every time or set your ANSI codepage to English. There are no other options at the moment.

3,4 doesn't happen any more.
And it don't remember the choice of my language setting.
but like you say, it a Microsoft bug.
