That mention is outdated from when Firefox ESR 10 was still available. Firefox ESR 10 is now discontinued and outdated. No security issues will be fixed any longer. All major browsers have fully dropped support for Windows 2000.
You can still download Mozilla Firefox ESR, Portable Edition 10.0.9 and the internal update to 10.0.10 should still work (IIRC that is the last version). It's more secure than using an older version, but it is unsupported and has unpatched security issues that will never be fixed.
None of this is too surprising since Windows 2000 was end-of-lifed nearly 3 years ago and nearly all apps have now dropped Windows 2000 support (though our platform and tools continue to support it). Heck, Windows XP's end of life happens in 352 days. I'd really encourage you to upgrade at this point.

If you haven't tried already, know that using the internal updater would update your Firefox to the latest ESR version 17.0.5.
It's possible to update FF offline, files to the last in ESR-10 series version 10.0.12 can be found here:

For partial update, I think, the preceding version ESR-10.0.11 would be required, Portable Edition available here:

Anyway, to be clear, my previous post was more of a warning than a suggestion, because the Firefox-ESR-10.0.9 updater would not tell you to what version was actually updating, only telling the size of download - 23.2MB. Then, after manual or automatic applying the update, you would need to start over again with new copy of Firefox, since version ESR-17.0.5 was not what you wanted.
As for a suggestion, your best bet, before learning how to update Firefox -offline (to ESR-10.0.12), would be to just use the last ESR-10 series Portable Edition version 10.0.11 (link provided in previous post).

I've just realized that if you tried updating your Firefox on the Win2K platform, the updater simply would not offer you an incompatible version of Firefox for your system, such as ESR-17.0.5. Thus, what I described was not actually applicable in your case, unless you tried updating using later version of Windows, like WinXP, which I was using in my testing of the FF-ESR-10.0.9 PE updater behavior.

10.0.9, 10.0.10, 10.0.11 so far. Went to Help, About Firefox,
and Check for Updates. I have not figured out the upgrade
to 10.0.12 yet. As it was not the portable edition, I got
a bit cautious.

I appreciate your feedback, it's been of real help in exploring this subject of Firefox update.
Regarding the manual (offline) updating, if you'd ever decide to try, it can be done by following the twelve steps found on this Mozilla wiki page:

Though, personally, I've been using Firefox PE, ESR-10.0.12 as my main browser, I did the update while it was still possible using the built in updater. Plus, I prepared a spare clean copy for future use. Because of that, I haven't had the need for a manually updated copy yet, meaning no tests done, thus not knowing if there would be any issues with a working copy.
I've done the manual updating only once, with freshly prepared clean copy of FF-(PE)-ESR-10.0.11, and even before launching it. I chose for the exercise a partial update (normally, I would probably go with a complete MAR file), and was informed during the process that it was a successful one.
The process itself may appear to be somewhat complicated, but it it's not that difficult to perform, once everything is prepared, and the instruction steps are followed.
