To my knowledge, you can't. Outlook PSTs are proprietary files. There are some freeware tools to mess with them (most are unreliable and spam forums relentlessly, we remove them when they do), but Thunderbird itself won't export to a proprietary format like PST.

nowadays not even outlook itself can export settings.
I played with some of the tools recently, none of them was reliable. Even exporting registry parts will work only when the outlook version is same.
What is possible, is to export mails from Thunderbird and import them to pst as well as address book.
