"Mnemosyne Portable cannot be started. You may wish to re-install to fix this issue. (ERROR: App\Mnemosyne\Mnemosyne.exe could not be found)"
Regardless how many times I download and install Mnemosyne Portable, regardless which machine I attempt this on, the error persists. I'm confident it's not something I'm doing.
Can anyone offer some insight/help with this error?

Your antivirus is silently deleting it or preventing it from being written. It's in the package. I just installed and ran it without issue.
Either that or your drive has logical or physical errors on it preventing it from being written. Check it using the platform's built-in checker or within the drive's properties dialog in Windows.
Sometimes, the impossible can become possible, if you're awesome!
