Can a audio converter (example: wma --> mp3, etc) be added to Portable Apps?

Try these that already exist
There are already a few audio converters that work fantastic.
Try one of the following:
fre:ac Portable-extract, convert, and encode just about anywhere
CDEx Portable-cd audio extraction (I believe this one converts)
AIMP Portable-music player, library, converter and more
fre:ac will probably be your best bet

XMedia Recode
In PortableApps development (but very stable) is XMedia Recode. It will convert almost any format to another, extract audio from video files (like the sound from a YouTube music video) and lots more.
