We have a lot of official apps that are no longer being developed - that does not mean we have removed them from the app directory.
The only reason the installer doesn't currently work is that the md5 hash of the file is outdated (an update to TweetDeck was posted that our installer hasn't yet been configured for) - TweetDeck is still there, is still available to download, and is still a valid application.
Will the installer be fixed?
As long as nothing has changed within the app itself to break the potential of it being portable, yes it will.
The Android and iOS versions of TweetDeck as well as the Adobe Air version were discontinued. The standard desktop version is still available and being developed.
