it's strictly a licensing thing, you'll find the majority of the open-source projects here that are made portable have the source code hosted here as well.

I don't think they hide it or something.
I always work towards being able to compile source code, even in my own work, that means if others can compile it then I'm doing my job and producing the exact code that others can use or modify, if the code is not able to compile then there is something wrong that the author forgot to include

It illegal to change the binaries for your need?
For legal things, the public can do what ever it want with the source,
even to fix it if it not compile or change the binaries.
you're taking the wrong message, I suppose what I am trying to say is to provide the code as the original author intended and if it doesn't compile then the author did not
1) Did not provide set instructions on how to compile
2) Didn't upload the current version source code
3) Or you just have developers that cripple the code on purpose
I think the first two is the most probable though
