This is usually due to an incomplete download of Chrome for some reason.

Try downloading the Google Chrome Portable installer directly, as well as this file from Google. That file is the one the chrome installer tries to download, and the installer will use it automatically when it finds it offline, if it's placed correctly.

Place them side-by-side as shown below, and run the installer.

X:\
   - GoogleChromePortable_31.0.1650.57_online.paf.exe
   - 31.0.1650.57_chrome_installer.exe

X:\ can be any location you wish, so long as the files are side-by-side.
