Is there any 1.x version of portable GIMP?

I don't think so, in SourceForge you can find previous releases and the first one made portable is 2.2.10 beta 1.
Any reason to ask for an older version?

I have one plugin which needs libraries available only in the previous (1.2) version Sad
It is the reason why I am trying to find it
