We may, but it hasn't been decided yet. keep in mind that most of the betas are just to keep version parity with Firefox as Thunderbird development has been halted. No new features or functionality, just bug fixes. so the beta releases don't serve much purpose.

The code I submitted for resolving bug 243833 was approved and the patch is available since trunk 27 (https://bugzilla.mozilla.org/show_bug.cgi?id=243833).
As you can read in comments, this bug is related to 'italian' p7m attachments and having a portable version of TB 27 will help italian users in testing and using the patch.

As you can see in tb-planning discussion (https://groups.google.com/forum/#!forum/tb-planning), something is moving in Thunderbird and, I think, you can help a lot the project with your portable version.
There is a new interest in involving end-user in testing beta versions (you can see also this post: http://sietch-tabr.tumblr.com/post/78849508887/thunderbird-28-0b1-is-out...) and, imho, users will feel more secure in testing using a portable version.
