Is there a file I can move from Chrome Portable to Opera Portable to have Flash supported?

Opera 12.17 (just released) is the old Opera engine and doesn't include Flash. Opera 20.0 (currently a dev test) is based on Google Chrome's Blink engine but it does not include Flash. Flash is specifically licensed by Google from Adobe for inclusion in Google Chrome. Flash is neither open source nor under a free redistribution license. It can only be distributed as the encrypted binary installer made available by Adobe unless you have a specific license like Google does (and likely pays a lot for).

What I meant is there a file within the Chrome Portable folder I can copy into the yet released Opera and have Flash there as well?

I think the Flash within Google Chrome Portable is specifically designed for it, but I am not sure. It differs from the DLL that's part of a standard Flash install.

Opera 12.x (Presto rendering engine) works with NPAPI (Netscape Plugin Application Programming Interface) Flash, and Chrome with Pepper Flash (Chromium and Iron can also work with pepper flash if you launch them with some line commands).
If you want to add flash plugin to Opera 12 without installing it, just copy "NPSWF32_n_n_n_n.dll" (n_n_n_n is flash version) into opera "...\program\plugins\" folder.
To get NPSWF32...dll, just install Flash and copy it from "[drive-letter]\Windows\system32\Macromed\Flash" to opera plugins folder.
If you want, you can uninstall Flash, and opera will pick it from plugins folder.
