All listed Defrag Apps such as JK, Smart..etc. are of No Good if the Activity of De-fragmentation in itself remains blocked from the end of an Administrator! Hence, I would urge you to please issue a Note or a Proactive Advisory in this regard to prevent a further harassment of the intended User. Secondly, can anyone explain that Why on Earth the "harm free" activity of De-fragmentation remain at the privilege of an Administrator's nod? Suggestions will be appreciated!
You can't defrag a drive without administrative privileges due to Windows' security model. Defragmentation requires low-level access to the drive that a regular user should not be allowed to engage in. If you disagree with this and would like it changed, you will need to ask Microsoft.

But isn't it Ironical that tons of Portable Apps can still be installed on the very same Drive that encompass such a strict restrictions!?

Permissions aren't fine grained enough to allow a user just to degragment without being able to affect files that they don't have the rights to change. Things like the Windows files, files of other users, etc. To run a defrag utility, you need access to all of that. So, you need admin rights.
As I said, if you want it changed, only Microsoft can change it. It doesn't matter what I think about it.

In my perspective, the "Terminology" of word "Portable" then doesn't suit very well to the Defrag Utilities!
Yes, a Computer Technician called for the reason of Servicing could carry these to their Client side for sake of ease & convenience ; but what about the "Majority" of Non-Admin Users?!
For anyone who is using a defrag utility or other low-level Windows system utility (system cleaner, registry cleaner, disk error fixing, etc), it's already known that it requires admin rights. Every defrag utility already states the following or similar right in the first paragraph on its homepage: "Like all defrag utilities, this requires admin privileges to run."

Apropos of the last reply, Iam not bound to any shackles while using Wise Registry Cleaner. The restrictions are only with the use of Defrag Utilities.
Ok fine enough, that must have something to do with the "Type" of Admin Policy in effect with the current machine...

If you don't run it as admin, you can only play with the HKCU hive. You can't alter HKLM which is where all the system level file associations, installed app tracking, etc is stored. So, it's only partially functional as a non-admin. Again, this is the way Windows is designed.

I couldn't desist to reveal something more fascinating to you, so kindly bear with me:-)
In context to bullying over "Start-up Items" for the very same Machine, "System Ninja" is proving to be much more effective than the widely popular CCleaner.
The latter comes up with:: "Failed to enable/disable Startup Item. Access is denied"; & neither am I able to Delete any of these.
However, "System Ninja" can simply Cull these Memory bloats with ease, without prompting any Error Message!
Isn't that extraordinary?!
Anything set to startup within the admin bits (HKLM, default user) you won't be able to affect as a normal user regardless of what app you use. Windows is designed to work this way with a separation of normal users and admins. If some app is designed to get around this restriction, it can not be discussed here. We only discuss legal software. If a PC is not your own (if you're not an admin, it's not yours), you should not be messing with the internals of how it functions (HKLM, C:\ProgramData, etc).

Nevertheless, "System Ninja" is not an Illegal Software, & fare better in most rankings across various Reviews on the Web!
