I would urge you to please contemplate over the aforesaid requests, & come up with theirs Portable versions asap.
Yandex Browser boasts of a Turbo Mode that is considered a bit more Superior than the one integrated within Opera Browser. Its Automatic Mode is not able to trigger False Positives & was earlier observed to work more efficiently in comparison to its contemporary choice!
Opensource Wordweb is the gem amongst the available Dictionaries & must be considered as an Obvious choice over GoldenDict Portable as the latter works only at the Online Mode.
Lastly, is there an Advance indication for the users to proactively inform them that what all portable apps will require an Active Internet Connection to work at the first place?

Yandex browser is considered by some to be 'Yet Another Chromium Browser' (YACB) that doesn't really offer anything over other Chromium browsers. Its 'Turbo' mode is the same as in Opera (it uses Opera's technology). The primary reason for this browser seems to be to pre-bundle Yandex as the search engine. As you can already use Turbo in Opera and already switch your search engine to Yandex, there's nothing that really distinguishes it. If Yandex wants to work on a PAF package, we'll certainly work with them on it.

Unfortunately it isn't open source. It is freeware, and has an extremely silly license agreement involved.
The license agreement states that anyone who takes more than 2 commercial flights in a 12 month period can only use it for a 30 day trial, after which they must buy the Pro version.
Try Artha Portable instead.
It doesn't use multiple databases, it doesn't have the online lookup functionality, but according to the wikipedia entry for WordNet:
Yes I do have Artha Dictionary already, downloaded through PA Platform's interface only! No doubt it is an impeccable choice!
What about the point to inform/hint users proactively whether an App will require an Active Internet Connection upon its Use!?
Can't you put an Asterisk with a Sub note to notify this?
