This is true but Not PortableApps fault

Issue appears to be on Document foundation end not Portableapps end as even the direct site for them http://www.libreoffice.org/download/portable-versions/ is averaging only 11kb/s since they host not much we can do perhaps there is a large call for it and servers are taxed?

Hasn't Had Enough Mirroring Time

I'd wager it hasn't had enough time to mirror yet. It should be faster tomorrow. The Document Foundation missed the email alerting them to the release on June 21 and just uploaded it today.

As JTH says, it needs mirroring time.

Currently (see the "Details" links on this page) it's on 5 mirrors total (worldwide), compared to 79 mirrors for the last release, it'll take a while before they get it uploaded to all of them, and add that to the fact that just about everybody who's downloading it right now is downloading the most recent release, it'll be slow for a while.
If you want to speed it up a bit, you can use a metalink aware download manager (like the DownThemAll! addon for Firefox) and it'll download it in parts from multiple mirrors at once (this also spreads the strain more evenly across the mirrors).
Took me 2 minutes, almost exactly.
