Seems like you assume a bit? John has stated he does not use such programs yes BUt that does not mean other developers do not pick it up and go with it? Nor does it preclude a release of it. Realistically do you think John or any developer uses every app available?
Heck some of my apps that have been released I do not use either yet I support them. I would just say be careful assuming.

My Assumption is that non-usage results in not-caring as in out of sight out of mind.
FreeCommander XE (currently available from PA) is a ghost of the previously available FreeCommander 2009 and there seems little chance of the previous functionality being added soon.
At best it is a different app with a common name, it certainly isn't an upgrade or "next in a series".
Nothing wrong with the author starting from scratch but that doesn't mean PA should replace one with the other. Look at the variants of PuTTY or LibreOffice by contrast, a good file manager is, to me, essential and Windows Explorer simply takes too long to get around opening up this folder there and that one there etc.

FreeCommander XE is just the next version of FreeCommander. The publisher gets to make decisions about what's supported and rewriting it. Often, rewrites will lose features, at least initially. Sometimes permanently. We simply package it and make it available.
I think the lack of development and the lack of choices in terms of file managers is simply due to declining interest.
