Unfortunately, that means you don't have the rights to temporarily write to ProgramData (aka AllUsers\APPDATA). Skype has to read its login screen from there and refuses to read it from anywhere else. So, you won't be able to run Skype on this locked down machine.
I'll be adding a check to the launcher in the future to check for this and give a proper error rather than just running Skype and getting a blank login screen.

Skype Portable 5.9.0.114 version runs fine!
You'll be happy to know that Skype changed the way it works with today's release, no longer requiring write-access to PROGRAMDATA.
