It might be technically possible to D.I.Y using the tools available on this site, though it's not really clear from the developer's site whether the license is Open Source or not so, from a purely legal standpoint, permission might be required.
You are unlikely to to raise much developer interest here because the app requires Microsoft's .NET 4 Framework which can't be made portable and is only available as standard on Windows 8+ installations. It's not currently PortableApps.com's policy to release/support applications that require any of Microsoft's .Net Frameworks. - There are many thread's on this subject on the message boards.
