the win32 client binaries are linked at: https://lists.gnupg.org/pipermail/gnupg-announce/2015q1/000363.html With those I suppose you could roll your own, or just replace the appropriate files. Unless by compile you meant a ready made PAc installer.
I forget the details but I don't think John was going to do the release 2 version.
so far I did search all the binaries, but could not find any current one.
The place where we get the bins sometimes is gpg4win that is linked, but it has some packages from last year, nothing recent at all. So either we have to make it or wait until someone does it.
BTW: version 2 of gpg is of no use for portable at all. It needs to be installed into the operating system.
