any open source CAD ?

... it would be nice to quick modify .dwg or similar files on site or on run , but even better for students on low budget... i have tried with power CAD 6 "it just works" but any idea is welcomed.

you want to USE a cad, why don't you need it to be open sourced?
http://drawease.com/index-en.htm is a freeware on windows, you can give it a try
