I am facing a problem with Mozilla Firefox, Portable Edition, v38.0 or v38.0.1 (or ...), because I can't start this portable app in my machine, Dell Precision T3610, with MS Windows 7 Professional.
I have a non-portable installation of Mozilla Firefox v38.0 in this machine. This non-portable app can to be started, without problems, in this machine.
But, Mozilla SeaMonkey, Portable Edition, v2.33.1, can to be started, without problems, in this machine, too.

We'll need a few more details such as: new install vs upgrade, full install path, internal or external drive, exact error message, do you see a splash screen, 32-bit or 64-bit machine, have you tried a clean install to your Desktop directory?

It is a new install, but if I do a upgrade, the same problem occurs too.
The full install path is: 'C:\Users\daniel.bruno\Programas\FirefoxPortable'.
It is an internal drive.
Exact error message: Unknown! (I am sorry!)
I don't see a splash screen.
The machine is 64 bits, of course.
I have tried a clean install to my Desktop directory, but the result is the same.
The only thing that I see is: the process 'firefox.exe *32' runs in the task manager, and suddenly it stops, and the process 'FirefoxPortable.exe *32' stops later too.

If I execute "C:\Program Files (x86)\Mozilla Firefox\firefox.exe", then it runs without problems.
But, if I execute "C:\Users\daniel.bruno\Programas\FirefoxPortable\App\Firefox\firefox.exe", then it runs and suddenly stops...

I am not a FFP user, but based on my knowledge of other Portable Apps (e.g. Opera), the executable is usually found at a higher level of the directory structure. In this case, my guess is you should be executing a file called firefoxportable.exe at the "C:\Users\daniel.bruno\Programas\FirefoxPortable" level.

I tested the X-Firefox (linked by: http://sourceforge.net/projects/winpenpack/files/X-Firefox/releases/X-Fi...), and the same issue occurs with it, too.
Furthermore, I use a Symantec antivirus software.

I created a user with your same username in Windows 7 x64 and installed to C:\Users\daniel.bruno\Programas\FirefoxPortable. Firefox Portable 38.0.1 ran without issue, even if Firefox was also installed locally. Could you try temporarily disabling your Symantec antivirus (after scanning Firefox Portable, of course) to see if that is interfering?

I have disabled my Symantec antivirus and the same problem occurred again.
I think that it is a machine problem. The processor of my machine is: Intel Xeon E5-1607 v2 (3GHz). The site: http://www.cpu-world.com/Compare/424/Intel_Core_i7_i7-4770_vs_Intel_Xeon..., says that my machine should to be used as a server and not as a desktop, and that this processor doesn't have some instructions...

A Xeon processor like that should be just fine used as a desktop, realistically. Not sure what else could be causing your problems, though. Did you check your antivirus and system logs?

Waiting FF38.0.x ESR EME-free !)
EME will be disabled by default in Firefox 38 due to technical reasons, but it will be enabled by default in later ESR releases.
Again, all you have to do is uncheck a box and delete a directory and you'll be "EME free" on Firefox stable. No reason to tie yourself to the outdated ESR build which is not for end users.
