First of all I wanted to congratulate for your great and useful job with portable OpenOffice!
This problem I am reporting occurs with version 4.1.1:
If I open a file (for example a Calc file or a .doc document), thus OpenOffice is already running, and then I double click on another OpenOffice file of any type from Windows Explorer, I receive this error:
"another Apache OpenOffice is running"
So the thing is that, instead of just opening the second file, it tries to re-open the whole OpenOffice thing every time!

Very few people here use Portable OOo vs Portable LO so don't expect a lot of "me too" or general support.
1st check is whether the same thing happens with standard install of same version of OOo on same system; basically we need to know if it is a PA problem or an OOo problem before going any further.
Out of curiosity why have you chosen OOo rather than LO as your portable office suite?

It appears that you have tried to associate files with the OpenOffice executable.
If you didn't associate with OpenOfficePortable.exe, you are probably trying to run another instance of OpenOffice itself, hence the error "another Apache OpenOffice is running".

I wouldn't install the normal OpenOffice (non portable): I'm using the portable one exactly because I always use portable applications, I avoid installations.
But before writing here I contacted the OpenOffice guys, filled up a bug report, explained, and they said they never received a request of assistance for this type of issue before and it works fine. They think it's due to the portable version.
About your curiosity: I chosen OpenOffice because that has always been my office suite, since 2004... before LibreOffice. Then I simply never changed. But now, I am curious hehe: why are you asking? Is LibreOffice better?

OMG it works!!!
Before I associated with OpenOfficeWriter.exe (for the .odt files), and OpenOfficeCalc.exe (.ods files).
Now I re-associated everything just with OpenOfficePortable.exe and it works!!!

Oddly, it works here if I open multiple RTF files via OpenOfficeWriterPortable.exe. What type of file did you have open and what type of file did you try to open when you got the above error?

They were .odt and .ods files.
I opened the ODS via OpenOfficeCalcPortable.exe, left it running, then opened the ODT via OpenOfficeWriterPortable.exe and it worked. Then I closed both and reversed the process. Still worked.
Are you sure you hadn't accidentally associated something in OpenOffice itself so it was opening directly via soffice.exe? When that's done, OpenOffice runs in local mode, so it's just like having a separate local install of OpenOffice running. The launcher will then display this message:
---------------------------
Apache OpenOffice Portable (PortableApps.com Launcher)
---------------------------
Another instance of Apache OpenOffice is already running. Please close other instances of Apache OpenOffice before launching Apache OpenOffice Portable.

Apparently, in my case it seems working exactly in the opposite way of yours!
In the beginning, I associated the .odt files with OpenOfficeWriter.exe and .ods files with OpenOfficeCalc.exe, and there was that error message opening any second file while having another already opened.
Then I re-associated both the types of files with OpenOfficePortable.exe, and the problem is gone.
I don't know why!
unlike MSWord Excel OOo and LO use one prog for docs, SS, etc so you an actually associate any doc type with any OOo component or, conveniently, all of them with the main one.

Any intercompatibility problems? Will all my Writer and Calc works open perfectly in Libre Office?
I wasn't starting the LO vs OOo advocacy fight which is supra Portable Apps and well covered elsewhere on the interweb. There are also some relevant threads regarding OOo here mainly along the lines of "why are we waiting?", "why is it so big?" etc
The single prog fact applies to *both* LO and OOo in case I wasn't clear.
The contrast was vs MS Office that has separate progs for WP, SS, etc.
