It's a Korean spammer called BAM WAR. They use a network of a few thousand compromised machines mostly in Korea and the Philippines. Mostly low tech. Cheesy Unicode characters that are supposed to look like boobs and then a web address. Or just a web address and some Korean characters about cards for some card game. Moderately difficult to block ahead of time, but easy to remove with the right tools. If we didn't have 5 different tools in place, it would be consistent and fill every forum.
