You need to get jPortable. I probably should have mentioned that in the post (did mention it on the I2PPortable page and help html page). Right now due to limits in configuration (and my knowledge of PortableApps) I2P is set to expect the jPortable where it usually is if installed with the PortableApps menu.
It expects CommonFiles above the I2PPortable directory. Inside the CommonFiles directory is the Java directory. I will update the first post.
That should be listed here? Or you can define the ini to first look for the Jportable and if not then the local java?

Also not sure but the bugs and issues should be on this page and not your page? Mainly IMHO it gets confusing to look in multiple places.

I'm entirely new at this. I will be trying to improve this and do a second development test release within a day or so. I tried figuring out that page you mentioned but it lacks code examples (I learn through examples a lot better than just reading). I will be trying to find portable java based apps and see how they do it.
Forgot to mention this is now fixed (as of a couple of versions ago as of this post).
