I am trying to package a portable app, but the installer creator displays an error saying that the help.html file is not found....
What to do? And how to make it?

Use the Application template linked from the Development page. It has pretty much everything you need to get started on a new build, including the default help.html file in the right place.
Once you've got it packaged, post it in the beta forums, and we tend to happily review packaging and testing for you.

The learning curve is steep to begin with, but once you figure out the process and structure, it is mostly pretty easy (I wouldn't try tackling language switching until you have a bit more experience though).
I'm too busy at the moment to look into your issue, sorry, I am working 12+ hours a day, 7 days a week, for the next 2 weeks, but I'm sure someone else will be able to have a look and help you out.

I started downloading the file, and note that it's for SlimJet, which is a Chromium-based browser. As such, you might have better luck starting from Google Chrome Portable or Iron Portable, to see how they're done.
With that said, however, we likely won't release another Chromium browser. John's explained why a few times recently.
Finally, a browser has a lot going on, another program might be easier to do as your first project.
Think I see issue
You created it with MS Office which left too much garbage in the html file, I too made same mistake at first Although it is old and no longer supported I still use https://portableapps.com/apps/development/nvu_portable in fact so much I have it installed locally as well fro real life html editing hope this helps

Another, supported, option is SeaMonkey, Portable Edition's Composer mode.
