Tiny ERP is an open source accounting and business app, modeled on European accounting rules. As of t.he last time I looked at it (8 months ago), it doesn't support accounting by Department or Product, only by Company and Account.

Tryton would be a better starting point for a portable app these days plus there was has been some work done on Promert ERP nearby and possible others I've missed.
Edit: the stand alone version of Tryton is Neso which is a stunningly small 24MB d/l. I haven't played with it for a while so ...
