Another instance of xxx Portable is starting.

Hi,

after cloning my windows7 some strange things start happening with portable app.
If I start application with Privilege level "As Administrator" it works.
If I start it as user which is also an Administrator, all Portable applications show error message "Another instance of Portable is starting. ....". No process was running and file Data\PortableApps.comLauncherRuntimeData-FeedNotifierPortable.ini did not exist before starting.

This error occurs with following tools : Notepad++, uTorrent, Sumatra.

I believe there is something to do with Folder Rights. Here are the rights of "Notepad++"

Permissions

Sounds like a permissions issue. You can solve it by selecting the drive (if only portable apps are on it) or the portable folders and ensuring that your logged in user has "Full Access". If it's a portable drive, give Everyone Full Access.

I know that it is permissions

I know that it is permissions problem. But I cannot solve it.

I tried to add permission "Everyone with Full access" to Notepad++ Folder and subfolders.
Logged in User has also "Full access" of folder and subfolders.

It does not help !

Parent Folder

Remove "Everyone" from the PortableApps folder entirely. Then re-add them with "Full Access" to all folders and sub-folders. You may need to repeat this process.
