Historically

I have noted that running most extensions on Chrome Break the portability of Chrome as they write settings to appdata folder on the host machine, So the only real way is to have every host machine with the extensions installed on them. Which basically defeats the purpose of having them portable.

Sync to Google

Be sure you are signed into Google Chrome and have it syncing everything to Google. Otherwise, you lose everything as you move PCs. This is detailed on the app homepage and the details that popup in the license as you install.

As for things writing locally, Chrome "apps" do that and are not portable but extensions should not.

Login and Sync

You must keep Google Chrome logged in to a single Google account in order to have your full set of extensions and settings work as you move machines. Google Chrome is purposely locked to a single PC. The code has built in features to prevent portability and prevent you backing up and moving your Chrome profile from one PC to another.
