For some reason, i want to set password to open Portableapp Plasfom. Some one who did or know pls show me ?

Oh no, for example my chrome content many importal data, and i use both portable on my laptop and my usb. So i don't want some one use my app on my laptop !

The platform itself is not relevant, you need to protect the data. Platform is mainly a tool for organizing the apps, updating etc.
If you protect the platform, your apps are not involved, they are still open for everyone. So there is no point in trying to protect the platform.
Chrome is not very good example, as it is not 100% portable by the original design of the software, for various things it uses the local windows installation where it stores some data.
If you want have something more portable use firefox.
As for your laptop, well this is protected with user name and password anyway, and runs under restricted user, so where is the problem?
