As Adobe Acrobat is, and always has been, proprietary commercial software, a portable version can only be legally created by Adobe Systems Incorporated. They are the ones you should contact with this request.
If you need to create PDF files, you can do it using LibreOffice Portable.
Editing PDF files is possible, to some extent, using e.g. Inkscape Portable or LibreOffice Portable.

There are several other PortableApps producing PDF files: IrfanView, XnView, Scribus, Dia...
I mentioned only LibreOffice for creating PDFs, as it is a pretty feature-rich, yet rather simple solution, saving text as text and images as images.
For some specific uses, I find PDFTK Builder Portable a very nice tool, too (merging several PDF files or pages from several files, adding stamps/watermarks...)
