for some reason the download always fails.
I manually downloaded the paf (because I gave up on the automatic update after a week of trying) from: https://sourceforge.net/projects/portableapps/files/Mozilla%20Thunderbir...
and i'm getting an error that it can not be executed.

The download is available and working on install. I just confirmed it on Windows 10 x64 here.
Is Windows configured correctly to connect to the internet? Can you download that file via Internet Explorer and Microsoft Edge? They both use the Windows internet components as does the PortableApps.com Updater. Do you have a software firewall that could be interfering? Is your TEMP directory valid, have free space, and have correct permissions?

Only tb fails while other apps are getting updated just fine so that is why it is strange.
When downloaded via chrome, windows failed to run it stating it is not valid.
looks like it is an issue with specific mirror.
any way to change the mirror or use direct download from SF when doing an update?
it also explains why it worked for you but not for me (probably i got a mirror closer to my geo location which is different than yours).
I deleted and reuploaded that specific file which hopefully triggered your local mirror to re-get it. Could you please check to ensure it is working for you now?

via chrome, chose some german mirror it worked, default mirror (netix or something) it is not working.
