Supposedly after updating to Foxit Reader Portable 8.1.0.1013 from the previous version (not via the platforms auto updater but manually), I noticed a folder called Foxit Software in AppData/Roaming on Win10x64. I don't know what was inside the folder, if anything, sorry. Restarting Foxit and closing it did not delete it, and it kept reappearing after deleting it and starting Foxit. When I had deleted Foxit and did a fresh install of the current version, the issue did not come up again. I don't remember if I did anything "wrong", don't know if it was an issue of the previous version or if it's an upgrade issue.
I keep portable apps on a different HD partition (D:\Programs) than the system (C:\).
Hope that helps.

[Fixed] Foxit Reader leaving a folder in AppData
If the folder exists before you start Foxit Portable, the portable version assumes it is for the local version. So it will be backed up while running and restored when you exit. That's why running it doesn't remove it.
As for how it got there in the first place, I think I figured it out. Foxit now creates a new folder called APPDATA\Foxit Software\AddOn when it checks for updates to languages. This will occur if you change Foxit's language within the app itself. It may happen at other times as well. I'd missed this because this folder isn't usually created. The new Foxit Portable 8.1.0.1013 Rev 2 release I just posted handles this additional directory.
Sometimes, the impossible can become possible, if you're awesome!
Yeah, languages might have been the issue. I did change the GUI localization but forgot to mention that. Thanks for responsing and fixing it so quickly.
