my quick check suggests Skype 3.8 is from 2008 or so and too much has happened in practical security terms for it to be considered on PA in late 2016, I'm afraid, apart from which it might not work at all with current versions.
More sensible to speak to your correspondent and see if they can use one of the multi-protocol offerings available from PA
