Those two encoders haven't been updated since 2002. That package contains the latest versions of them. The version assigned to the plugin package is arbitrary.

I've updated the link to the 1.0.26 as above, we'll update the file at some point as well. With that said, the encoders haven't changed since 2002, so you're ok using the version currently available.
