How does PortableApps treat firewall exceptions anyway?
A clean version installed to a path I've never used before (to ensure a previous allowance doesn't confuse the issue) doesn't appear to do this. I'd wager it was an extension or a setting around webrtc, since that can do two way connections as well. Windows' firewall shows that warning when an app is attempting to listen for incoming connections, not make typical outgoing ones.
Sometimes, the impossible can become possible, if you're awesome!
