There is a great Design Application - Gravit Designer:
"
A cross-platform design tool for the 21st century
Gravit Designer is a full featured free vector design app right at your fingertip.
"
They already have a Portable Version so creating a Portable Apps version should be easy (I hope).
It also run online it seems to be a great tool (Something like Pencil / Inkscape yet smoother and more effective).
It is from GitHub and the license is permissive:

Thank You.
Unfortunately, it looks like this application is only available through the Windows Store, which means we're not able to make it available here.
No, it is not limited to Windows Store.
You can download it from the site (Portable Version included):
https://designer.io/#download
See here:

For instance 64 Bit Portable Version:
https://app.designer.io/_downloads/windows/GravitDesignerPortable-x64.zip
I stand corrected.
Apparently the way they've written their site doesn't play nice with the version of Internet Explorer I have the pleasure of using at work.
For some reason, that link doesn't seem to work for me any more. Instead, use:
https://designer.gravit.io/_downloads/windows/GravitDesigner.exe?v=2019-...
I don't know if it's just me, but I hope that helps!
Also I know this is late.
I don't argue, I just explain why I'm right.
