Damn Small Linux can be booted from a stick or run using QEMU off a stick.
Search google for DSL embedded to find a version that can be run inside Windows.
Linux is better as a "live-cd", slax: http://en.wikipedia.org/wiki/SLAX is a pretty great live-cd system that may also boot on USB. And it is a great starting point for linux users as well.
SimplyMEPIS has a "desktop on the go" option which works in combination with a live CD in order to be truly portable. As with any distro, there are pros and cons. Largest con is the requirement to carry a LiveCD with you. The pros included much better feature sets and hardware/network detection as compared to DSL.

There are numerous Linuces that can be installed to/run off a portable, such as Puppy, MCNlive, and others mentioned above.
As to a "portable Linux" being released here, I seriously doubt John would bother.
And why should he, when folks simply need to know where on the net to DL such distros?...
