In attempting to install LibreOfficePortable_5.3.3_MultilingualStandard.paf, I get the following error:
Extract: error writing to file Venn05.svg
I click OK and the only option available is Cancel. The destination folder contains 8,221 files, slightly less than X-LibreOffice's file count of 8,495.
Any way to correct this?

That usually indicates that something else is accessing the file and has done so in a way that prevents access to others. This is usually done by Anti-Virus software, so try again with anti-virus temporarily disabled. Or you can just try reinstalling after a few minutes (to allow whatever is accessing that file to finish whatever it is doing.)
If this isn't the problem, I'm sure someone with more knowledge on the matter will quite likely also comment.

I disabled Avast and tried the install again. This time it stopped on the sg36.sdg file. I'm running Windows7 Ultimate and I do not have these issues with other software.

I'm running Windows 7 Ultimate 64-bit. The problems happened with writing to a new folder and also when trying again to the same folder.
I was wondering the full path you were trying to install to specifically. As in C:\ThisDirectory\ThatDirectory\LibreOfficePortable. I'm guessing it's resulting in a path that's too long with some of the files deeper in LibreOffice's subfolders.

There are 7,965 total files in this folder.
I just tried to install to a different folder, named temp, and the install stopped at attempting to write registry_zh-CN.xcd, with 8.838 files written.
Three attempted installs with three different count of files.

Could you please try temporarily installing to another drive. Maybe to C:\LibreOfficePortable. That way we can eliminate the drive being an issue.
Also, are you sure your TEMP folder is defined properly within Windows and is on a drive with at least a few GB free?

I just tried installing to a different disk and this time it stopped attempting write pink.gif, with 8,623 files written to the folder. Space is not an issue as my S disk has 515GB free and my T disk (where I just attempted to install) has 426GB free.

Which filesystem is your T disk formatted as? FAT32, NTFS, exFAT?
I am using Avast, which I mentioned earlier. My disks referenced here are all formatted as NTFS.
I just did the install in safe mode and did not have any problems and the software (I tried Calc and Writer) worked fine.
What is most interesting, at least to me, is the number of files in the install folder. The number of files in the previous unsuccessful installs were 7965, 8838, and 8623. The number of files in the successful install are 8033.

There may be a permissions related issue (since they are formatted as NTFS). Did you try installing as Admin?
Glad it installed for you in Safe Mode.
EDIT: Also, with an install using default options in the installer, there should be a total of 9,100 Files and 1,118 Folders.
And I just tried it, using a blank vhd formatted as NTFS, mounted to S:, installed to "S:\Download Files\LibreOffice Portable", installed correctly as Admin, installed correctly as TestUsr (of group Users). Then I filled the drive up with 1GB dummy files and attempted 2 installs together (to ensure the message pops up), got the error writing to file message.
Because of this, I believe that there may be something wrong with your system. Since it works in Safe Mode, there might be a broken driver or something. Or something is silently filling up the disk while you try to install.
But I'd still like to know if it installs correctly for you when run as Admin.
I am the only user of this PC and I have full admin rights. I just tested a new install with 'Run as administrator', in Safe Mode and it worked OK. (Attempting this not in safe mode resulted in an error writing to file registry_en_GB.xcd).
This time I installed version 5.3.4, but I did notice the file counts differed as follows: using Windows Explorer properties shows 8,033 files, but when I moved the files from my S disk to my E disk, it moved 9,035 files; much closer to your count. I did not load all languages as I only use English.

From what I can gather, there has to be something installed on your PC that is interfering with the install. I don't think it's Avast as the same thing happened when it was disabled. Unless it isn't actually getting disabled when you tell it to, there has to be something else. Especially since it installs fine in Safe Mode.
Also, here is the file and folder count I get for version 5.3.3 without the extra languages: 8,030 Files, 1,007 Folders (English only)
Which leads me to think that there is definitely something on your system that is interfering and trying to do something with the files.
Might want to dig through the programs list in "Programs and Features" in the Control Panel and remove anything that shouldn't be there.
I'm also going to install Avast myself to make sure that it isn't Avast that's causing the issue.
EDIT: Avast is not the issue, allows the install with no problems.
I've reviewed my installed programs and I don't think there is anything interfering with the LibreOffice install. In any event, I do not have issues with other programs, either installed or portable (which I use more often).
The only other things I can think of that could be causing this problem are:
With either of those, they wouldn't necessarily present a problem in Safe Mode (as they may not get loaded/used).
There is also the possibility that I am completely wrong. And in that case, there will be someone here with far greater knowledge on what the problem could be, in which case more information will be needed.
The last thing I will say though, is to do a full scan with Avast (and maybe with an alternative as not all anti-virus software are created equally), just in case there is something hiding in the system.
