I just downloaded the 0.9.8 release of Sigil and I have the same issue described here ( https://portableapps.com/node/55433 ) for the previous release and solved. Unfortunately I was not able to use the same solution for the current release.

I am using Windows 7 and the
I am using Windows 7 and the program cannot start because apparently the api_ms_win_crt_runtime_l1_1_0.dll is missing. This is the same identical issue I had with the first release of previous 0.9.7. Actually I do not have problem with 0.9.7 rev 2.

I solved the issue renaming
I solved the issue renaming all the .ddl substituting the underscores in the file name with hyphen.
