The quickest answer would be to just develop a portable application that lands a spot in PA.c's software database. I ported the wonderful music player AIMP to AIMP Portable and it was given a spot in PA.c's software lineup which in turn gave me the badge of a developer. This is the only way I know of to receive this badge.
