Hi, I have a problem with sw installation and upgrade, Portable tells me about a problem with Proxy, Network or Server that no allow download file, I don't understand how to solve the problem, Can you help me?
I have this problem with 2 pc in a corporate network, one with Xp Pro and other with 7 Pro 64, firewall is disabled.

From your description, your problem is that there is a corporate block on downloads in place, presumably because your employer doesn't want it's Network used by staff for that purpose. Example: a Hardware/Software Firewall in place on the central Server.
I doubt there is any legitimate way around that, unless you can convince your IT Support Service that you have a real and critical business need. Any attempt to bypass corporate security would, at the very least, be likely to lead to you having to find other employment!
