Our Firefox packages can only be redistributed unmodified. If you would like to modify and redistribute, you can either recompile it without the Firefox name (or possibly recompile as a Firefox community edition depending on changes and your lawyer's reading of the license) or get explicit permission from Mozilla. Note that if you are changing things like homepage or adding extensions, I don't think you will get permission to do so.

Mozilla only permits Firefox to be redistributed in the binary installers they release unless they specifically grant you permission. PortableApps.com has permission for our specific binary packages but that right doesn't extend to third parties to repackage it. You can distribute our unmodified digitally signed Firefox Portable ESR PAF installers but you can't take the files out and then redistribute those even if no changes are made unless you get express permission from Mozilla.

Out of curiosity, have you considered distributing the PortableApps.com Platform? It'll automatically update Firefox ESR for your clients and you can have other apps in it as well. We even have low-fee options to add your logo, website, etc.
