This is an update of GIMP itself but the publisher retained the same version number, putting a -2 at the end of the installer filename. We're referring to this as 2.10.0-2 as a result, since it's a different release than their original one.

Within app notes on that page: "We have reverted to GIMP 2.8.22 as of May 21, 2018. GIMP 2.10.0, 2.10.0-2, and 2.10.22 Windows 32-bit binaries have all been broken. Opening, saving, and exporting files does not function in these builds."
