Document Reader on USB

Complete Newbie. Signed up 5 minutes ago.

I will have a .doc or .pdf or something (I'll make it whatever it needs to be) that contains text and pics that must look and act identically on hundreds of USB thumbdrives. The program MUST reside on the thumbdrive and open this document with a single or double click. The user's PC or laptop can not be part of the equation but for the place the thumbdrive is inserted
Possible?
Ideas?
Can someone help?

The users' pc operating

The users' pc operating system will definitely play a part and it could be Windows XP, Windows 7, Windows 8, 8.1, Windows 10 and maybe even Linux. The user's pc will also determine the drive's address, it could be the D: drive, E: drive, F: drive, /dev/sdb1/.

Possible? Sure, anything is possible. Easy? Not so much imo.
