I'm unsure what you mean by "open it by command line" but KiTTY Portable launches just fine on Windows 7 via either Windows Explorer or from running it within a command window.

I tried to run KiTTY by portableapps but the only output is a window who tell who KiTTY crashed. I tried to run KiTTY by command line but I had not output beyond the aforementioned windows
Please paste the exact error message in a post (you can hit CTRL-C on most Windows message boxes to copy text) and "include system details (OS version, 32 vs 64-bit, install path, new vs upgrade, etc)."

I solved by substituting with another instance of KiTTY.
